I believe the President's legacy, much like a businessman's one, is based on luck. A President's legacy cannot be attributed to himself only. On the other hand, Reagan gave rise to the over 1000 percent increase in national debt and the Bush family presidency, which has cost this country hundreds of billions of dollars in going to Iraq.
